If, however, a problem of obstruction arises as a result of vehicles parked on a footway, that situation is a matter for, and can be dealt with by, the PSNI. **** This Location is the busy a46 running through stroud and a clearway and therefor parking on this particular pavement IS illegal. The owner of this car is a frequent nuisance to locals trying to park on narrow roads and the police have been called to his house because of it. And here he is, blatently breaking the law by parking on a pavement with parking restrictions and making it so that wheelchairs would either have to wait for his selfish self to move after buying his morning beers or brave going around on a busy a46. what a HALFWIT he truly is.
